Bishop Richard Howell, JR.
Senior Pastor of Shiloh Temple International Ministries. The call upon his life has always been nurtured in apostolic assemblies, and civic circles, through a Jesus Name lineage that spans almost a century. Bishop Richard Howell. Jr., senior pastor of Shiloh Temple International Ministries (STIM), Minneapolis, Minnesota; Diocesan of the 7th Episcopal Minnesota, Wisconsin, Dakotas District Council, and recently appointed 2nd Assistant Presiding Bishop of the Pentecostal Assemblies of the World, carries a well-earned mantle that identifies him as a man of God in both the house of God, and government spaces. Born in Minneapolis,MN, Bishop Howell is the product of Minneapolis natives Richard, Sr., and Josephine (Smith) Howell, whose in-laws, and parents respectively, were the founders of then Shiloh Temple Church, in 1931. Rev. Howard, a Methodist preacher turned Apostolic pastor, and Evang Mattie Smith, founded the ministry where Bishop Howell was trained from a young child to serve in the church, as well as the district council, working in about every appropriate capacity both organizations had to offer. His educational pursuits mirrored his passion as he was selected by leading clergy in his community to receive a full high school scholarship to Augustana Academy in Canton, South Dakota, where he served as Student Council president and was elected Homecoming King. He received his bachelor’s degree in Pastoral Studies from North Central Bible College, Minneapolis, Minnesota, graduating magna cum laude, and voted to Who’s Who Among American University and College Students, in 1980. He went on to earn a master’s degree in counseling psychology, from St. Thomas University, St. Paul, Minnesota, and also holds numerous Doctor of Divinity degrees from various institutions, including St. Thomas College, Jackson, Florida, 2003; Friends’s International Christian University, Merced, California, 2005; Aenon Bible College, Indianapolis, Indiana, 2010, and most recently, the International Association of Apostolic Apologists, Alton, Illinois, 2022. Bishop Howell has held secular management positions in governmental offices, and also worked with Job Corps in St. Paul, Minnesota, supervising and mentoring young men and women, providing teaching and training in workplace development. During that time, he also traveled extensively, taking groups of young men to countries in Africa, as well as planting churches globally and overseeing global missions’ trips to Africa, Eastern Europe, Asia, and Central America. He is the author of “Possessors of the Kingdom”, published in 2008; “Faith in Action: The Transformative Power of Trusting God’s Plan”, published in 2016, and the co- author of “The Eden Experience," published in 2019. In addition to serving as the current president of the Minnesota Council of Churches, Bishop Howell has served on the executive boards of several organizations, including the Minneapolis Urban League, the Rotary Club, and the His Works United Stairstep Foundation, as a leader, pastor, and community representative. He has received numerous honors for his work in education, civil rights, and the department of health and human services. In 2016, Bishop Howell was recognized by the City of Minneapolis in a city-wide resolution for his legacy of service to the Minneapolis. He is the first recipient of the John Lewis Justice Award in the State of Minnesota, for 2020. In 2022, he was appointed to the Mayor’s Search Committee for a new Minneapolis Chief of Police. He is a frequent contact for the Governor’s office, and works closely with the Mayor’s office on civil rights and social issues, including leading thousands of clergy and protestors during the George Floyd murder investigation and trial. In 2023, he was a Black History Month honoree, which aired on the local CBS News affiliate. A familiar face in Minneapolis media, Bishop Howell is frequently seen on the local news stations as Shiloh Temple International Ministries is the largest Apostolic church in the Twin Cities, and the site of many major events, both solemn and celebratory. Along with his wife, Pastor Bettye Howell, who serves as Co-Pastor and Chief Executive Officer of STIM, their partnership of fifty years, has also produced several initiatives for the city of Minneapolis. Working in finance for 27 years as an investment banker and Vice President of a major financial institution, Pastor Bettye has sparked innovation in the city of Minneapolis by establishing a licensed childcare program, adult day care center, GED preparation center, and a Juvenile Probation program, funded by Hennepin County, in Minneapolis. Bishop and Pastor Howell have two adult children, Richard, III (Michelle) Howell, and Dr. Andrea (Felix) Langford, and are the proud grandparents of seven grandchildren.

Andre Dukes
Andre Dukes, Associate Pastor Shiloh Temple International Ministries, VP Family and Community Impact, NAZ Serve as Chief Operating Officer to provide strategic oversight of all programs and departments within the church. He also oversees the worship liturgy, provides leadership to staff and congregants, and represents the interest of the church within the community. Andre Dukes has spent the last decade focused on child development and academic success within the North Minneapolis community. He has partnered with the University of Minnesota CEED and UROC to develop a series of parent education classes that support child development at each stage of the education continuum. He has been responsible for the oversight, implementation and validation of Family Academy, a series of Parent Education classes in support of scholar academic achievement. Andre is currently Vice President of Family and Community Impact for the Northside Achievement Zone and has provided thought leadership for successful implementation of programs in community and strength-based family engagement. He co-authored a research article focused on Reproductive Justice issues related to fathers entitled, “Reproductive Justice and Supports for Young Fathers.” He has also developed “Proud Papa” a curriculum designed to celebrate and leverage the natural skill of fathers to enhance child development. His passion for children and families has led him to serve on the board of Think Small and Bethany Christian Services. He has also been appointed to the Governor’s Council of Minnesotans of African Descent and serves on multiple committees working to empower families and create equitable and sustainable systems change.

Deseria Galloway
Mrs Galloway is the CEO and Founder of Wellsprings Second Chance Center. She is a LGSW and received her Master of Social Work degree from the University of Minnesota, Bachelor of Social Science Degree from Central State University, Accounting and Bookkeeping Degree from Minneapolis Technical Institute. Prior to her leadership position at Wellsprings her professional experience includes Hennepin County Human Service & Public Health in the Child Protection Community Based First Response Unit, Child Protection Investigations Unit, and Child Protection Investigator/First Response Unit and as a Child Protection Intern Supervisor from 1993 to present. Mrs. Galloway is a Mandatory report Trainer for Hennepin County; supervises and trains graduate students from the University of Minnesota; provides service delivery to newly recovering clients about relapse prevention, their triggers and how to recognize them; Home-Based service Therapist; and Rule 25 Assessor.

Carmita McGlory
Carmita McGlory, LICSW is a Senior Psychiatric Social Worker, Northpoint Health, and Wellness. Carmita provides is a Therapist in Behavior Health working with individuals, children youth and families experiencing mental and emotional health challenges. She facilitates correctional groups for anger management and character building, prenatal groups, and psychotherapy group for parents. Assist with resources from the community to sustain family stability and support healthy community involvement. Prior to her work with Northpoint she was an Advantage Services Manager, Common bond. Communities her staff provided mental health counseling, employment service, family conflict support and rehabilitative social support to adults experiencing mental health challenges and homelessness.

Russell St John
Russell St John focuses his civic efforts on issues relating to family health, housing insecurity, and education. He is co-founder and board chair of Beyond New Beginnings in Chaska. This organization supports and nurtures young moms and their children as they gain independence in safe, stable homes. He is also a board member of Family Refuge Village in Minneapolis. He was formerly a financial advisor with US Bank in Chanhassen and has served as Chair of the Chaska Heritage Preservation and Human Rights Commissions. Russell has served as a mentor for Minnesota Adult/Teen Challenge. He served as Chair for LoveINC, Carver County for eight years and is a member of Rotary International. He has been married to Elaine for 35 years. They have three grown children.

Adam Lofquist

In this role he has helped organizations grow their revenue by more than 75% and increase their customer base by nearly 81% and beat annual goals by 53%. Prior to starting The Lofquist Group, Adam worked at a number of startups and small to medium sized businesses where he helped them identify growth opportunities and then developed and executed plans to that reached those opportunities. He also has worked with a number of non-profit organizations helping them grow their programs and have a greater impact on their clients and community. Adam is driven by his ability to help people and organizations grow and show them what is possible when you focus on what matters. He earned his business degree from the University of Wisconsin-Milwaukee where he majored in Marketing and Finance. In his free time, he likes to run, bike, and travel.
